Amends Section 36-2907, Arizona Revised Statutes, to expand dental care coverage under the Arizona Health Care Cost Containment System (AHCCCS).

Changes dental services for adults age 21+ from "emergency dental care and extractions" to "comprehensive dental care" while maintaining the $1,000 annual limit per member.

Removes dentures from the list of excluded prosthetic devices for adults age 21+, making them eligible for coverage under AHCCCS.

Clarifies that hospital assessment fund monies cannot be used to pay for chiropractic services or diabetes outpatient self-management training services.
