Amends Section 20-1591 of Arizona Revised Statutes regarding title insurance policy forms and approval procedures.

Clarifies that indemnification agreements between persons and title insurers for risks from recorded instruments are only enforceable if in writing and meet at least one of five specified conditions.

Requires indemnification agreements to be separate from and not included within the title insurance policy itself.

Establishes that indemnification agreements are unenforceable for improvement district assessments, which are excluded from the definition of monetary obligations.

Legislature declares amendments are clarifying changes only and do not constitute substantive changes to existing law.
