Requires community college districts to provide feminine hygiene products at no cost in all women's and gender-neutral restrooms open to the public at each community college.

Mandates domestic violence service providers receiving state funds to provide feminine hygiene products at no cost to individuals receiving shelter services in a convenient and discreet manner.

Requires the Department of Human Services to provide feminine hygiene products at no cost to individuals receiving emergency shelter services through short-term crisis services and county free library districts to provide them in all women's and gender-neutral restrooms open to the public.
