Adds new misdemeanor offense for failure to provide medical attention necessary to prevent unreasonable suffering to any domestic animal under a person's custody or control.

Expands definition of "cruel neglect" for domestic animals to require daily food appropriate for the species, suitable drinking water, shelter access (except outdoor dogs in certain working circumstances), and specifies detailed shelter requirements for outdoor dogs.

Clarifies that outdoor dogs engaged in lawful hunting, police, military, patrol, search and rescue, herding, livestock guarding, trials, competitions, service work, or other working functions are exempt from certain shelter requirements.

Renumbers existing animal cruelty offenses from paragraphs 3-16 to 4-17 to accommodate the new medical attention provision.

Maintains existing penalties: class 1 misdemeanor for most violations, class 6 felony for certain severe cruelty cases, and class 5 felony for service animal theft or interference.
