AZ SB1052

Amends the definition of "all-terrain vehicle" in Arizona law to increase the unladen weight limit for recreational off-highway vehicles from 2,000 pounds to 3,000 pounds.

Applies the revised weight limit to off-highway vehicle user fee requirements under section 28-1177 and vehicle license tax rates under section 28-5801.

Bill becomes effective only if the Department of Transportation establishes and funds both a land remediation program to address damage from all-terrain vehicles and a county sheriff law enforcement program for ATV law enforcement by September 1, 2027.

The Department of Transportation must notify the Arizona Legislative Council by October 1, 2027 whether these conditions were met.
