Amends Arizona high school graduation requirements to mandate a separate personal finance course of at least one-half course credit as part of state board academic standards.

Requires social studies academic standards to include personal finance, American civics education, and comparative discussion of political ideologies conflicting with freedom and democracy principles.

Maintains existing civics test requirement (identical to U.S. naturalization civics test) with 60 correct answers required through graduating class of 2025, increasing to 70 correct answers for graduating class of 2026 and beyond.

Delays implementation of the required separate personal finance course until the graduating class of 2030 to allow time for curriculum development.

Requires the state board of education and department of education to develop personal finance academic standards through a transparent process including public review periods of at least 45 days and public meetings, with final adoption by July 1, 2026.
