Amends Arizona Revised Statutes Section 41-2954 to change the deadline for committees of reference to hold public hearings and deliver sunset review reports from the third Friday in January to the last day in January.

Requires each standing committee of both legislative houses to hold at least one public hearing to receive testimony from the public and agency officials regarding sunset review of state agencies.

Specifies that committees of reference must consider factors including agency effectiveness, statutory compliance, duplication with other agencies, regulatory appropriateness, and public health and safety impacts when determining whether to continue, revise, consolidate, or terminate an agency.

For agencies administering occupational regulations, committees must also evaluate compliance with licensure requirements and impacts on insurance, interstate practice, federal requirements, and constitutional practices.

Authorizes committees of reference to recommend that agencies be continued, revised, consolidated, terminated, or that occupational licenses be repealed or converted to less restrictive regulations, with committees responsible for introducing implementing legislation.
