Prohibits cities, towns, and counties from removing political signs in public rights-of-way if the sign meets safety standards, size limits (16 square feet in residential areas, 32 square feet elsewhere), and includes candidate or campaign committee contact information.

Allows jurisdictions to immediately relocate signs deemed emergencies and to remove non-compliant signs after 24-hour notice if the violation persists, with a 10-business-day retention period for sign retrieval.
