Amends Arizona fuel reformulation standards for Area A (counties with 1.2+ million population) to require gasoline meeting either federal Phase II or California Phase 2 reformulated gasoline standards year-round, with stricter California Phase 2 standards required November 1 through March 31.

Removes provisions allowing suppliers to petition for alternative fuel standards due to ethanol shortages and eliminates flexibility for oxygenate blending exceptions.

Establishes new motor fuel waiver request process allowing persons to petition the associate director for temporary waivers from state fuel standards (up to 20 days), with consultation between state environmental quality and EPA, and notification to legislative leadership.

Creates requirement for the director of environmental quality to evaluate gasoline formulations using EPA-approved air emissions models within 120 days of specified triggering events and notify the weights and measures division of potentially approvable blends.

Establishes temporary task force (through September 30, 2026) to study fuel supply capacity issues including refinery maintenance, pipeline capacity, storage, energy policies, and fuel formulation processes, with membership from industry representatives and legislative appointees; requires final report by December 31, 2025.
