Requires each Arizona county board of supervisors to establish a county resident solar royalties fund administered by the county treasurer.

Solar panel owners or operators must pay 12.5% of revenues from kilowatt-hour sales to the fund, excluding panels owned by public service corporations, public power entities, or those under exclusive power purchase agreements with such entities.

County treasurers determine monthly distributions after deducting administrative costs (capped at 10% of fund monies), with remaining funds distributed equally to all qualified county residents by check.

Exempts solar panels used only for on-site commercial or industrial use, panels that do not export power to the grid, and all rooftop solar systems regardless of grid export status.
