Appropriates $25,000,000 from the state general fund in fiscal year 2024-2025 to the Arizona Health Care Cost Containment System Administration for support and construction of secure behavioral health residential facilities licensed under section 36-425.06, Arizona Revised Statutes.

Requires five secure behavioral health residential facilities to be established: three in the central geographic service area, one in the north geographic service area, and one in the south geographic service area, with up to $5,000,000 allocated per facility and priority given to facilities that can open within twelve months.

Mandates the Administration issue a request for proposals by December 31, 2024, or submit a report to the President of the Senate and Speaker of the House explaining the delay and plans for issuance.

Appropriates an additional $10,000,000 from the state general fund and $18,768,700 in Medicaid expenditure authority in fiscal year 2024-2025 for an ongoing secure behavioral health provider rate increase.

Exempts all appropriations from lapsing provisions under section 35-190, Arizona Revised Statutes.
