Repeals Section 1-271 Arizona Revised Statutes and creates Title 20, Chapter 32 establishing a state health insurance exchange to facilitate purchase and sale of qualified health plans, reduce uninsured individuals, and provide consumer education on health insurance.

Establishes a 10-member board consisting of 3 directors (health services, insurance and financial institutions, AHCCCS) as nonvoting members and 7 voting members appointed by the governor (3), president of senate (2), and speaker of house (2), each serving 3-year terms.

Requires voting board members to possess expertise in health insurance sales/marketing, health care administration, health care delivery systems, or experience as health care consumers or advocates, with no more than 2 members from any single area of expertise.

Board shall adopt operational rules, submit fiscal and operational reports on June 30 and December 31 each year, post annual activity reports on a public website, provide annual audits, and appoint an executive director who is a state employee responsible for administrative matters.

Terminates the state health insurance exchange board on July 1, 2034, with Title 20, Chapter 32 repealed January 1, 2035; initial board member terms staggered with expirations on January 31, 2025, 2026, and 2027.
