Creates a new class 6 felony offense for intentionally interfering with passage on roadways in or leading to airports or on highways, bridges, or tunnels currently holding 25 or more vehicles or people, after receiving a verbal warning to desist.

Reclassifies obstructing a highway or public thoroughfare to interfere with governmental meetings, hearings, or political campaign events as a class 1 misdemeanor.

Maintains existing class 2 misdemeanor penalties for recklessly interfering with highway passage, with second or subsequent violations within 24 months elevated to class 1 misdemeanor.

Retains class 3 misdemeanor penalties for intentionally activating pedestrian signals to stop traffic for solicitation purposes.

Defines "public forum" by reference to section 15-1861 of Arizona Revised Statutes.
