Allows monies in the medical marijuana fund and smart and safe Arizona fund to be used interchangeably to implement and enforce medical marijuana laws (chapter 28.1) and recreational marijuana laws (chapter 28.2).

Expands permitted uses of smart and safe Arizona fund monies to include grants to the Arizona poison control system, the attorney general, and local law enforcement agencies for investigating and enforcing against illicit marijuana and intoxicating cannabinoid sales.

Authorizes the attorney general to use monies from the smart and safe Arizona fund to investigate and take enforcement action relating to the illicit sale, marketing and distribution of marijuana and intoxicating cannabinoids.

Requires an affirmative vote of at least three-fourths of the members of each house of the legislature for the amendments to sections 36-2817 and 36-2856 to become effective, pursuant to the Arizona Constitution.
