District secretaries shall serve as the clerk for purposes of service of process on the district.

Board of directors may hold regular meetings at locations other than the district office, with meeting location included on the notice if held elsewhere.

Districts may publish bylaws, rules, regulations, and resolutions on a website maintained by the district in addition to posting at public places or newspaper publication.

Board of directors may establish a revolving line of credit with a financial institution up to 25 percent of the immediately preceding fiscal year's actual expenditures for operating or capital purposes.

Technical corrections made including standardized dollar amount formatting ($500 and $5,000 penalty amounts) and corrected grammar and spelling throughout the statute sections.
