Prohibits prior authorization and step-therapy protocols for prescription medications treating eight specified mental disorders (bipolar disorder, major depressive disorder, obsessive-compulsive disorder, psychotic disorders, postpartum depression, post-traumatic stress disorder, schizoaffective disorders, and schizophrenia) for persons at least 18 years of age.

Requires that medications must be covered benefits and not exceed FDA-approved labeled dosages to qualify for exemption from prior authorization and step-therapy requirements.

Applies exemptions to both Arizona Health Care Cost Containment System (AHCCCS) members under section 36-2907 and other covered persons under new section 36-3410.01.

Defines "step-therapy protocol" as a protocol that establishes the specific sequence in which prescription drugs for a medical condition are covered by the state plan.
