Amends Arizona Revised Statutes Section 32-1104 to clarify the powers and duties of the registrar of contractors.

Updates terminology throughout the statute, replacing "cancelled" with "canceled" and improving grammatical phrasing in multiple sections.

Adds authority for the registrar to investigate complaints and hold proceedings or hearings to enforce contractor licensing laws even when a city, town, or county has previously approved relevant construction plans for the project in question.

Clarifies that informal complaint resolution processes shall not be limited in number of issues and shall not be considered formal written complaints, with findings to be communicated to both contractor and homeowner within five days of inspection.

Maintains existing provisions regarding maintenance of records, certified copies of licenses, employment of investigators, rulemaking authority, and public notification of license applicants.
