Appropriates $25,000,000 from the state general fund in fiscal year 2024-2025 to the department of administration for support and construction of secure behavioral health residential facilities licensed under Arizona Revised Statutes section 36-425.06.

Requires facilities to provide secure on-site supportive treatment to seriously mentally ill individuals who are chronically resistant to treatment and placed by court order under Arizona Revised Statutes section 36-550.09.

Allocates facilities across geographic service areas: three in central, one in north, and one in south geographic service area, with up to $5,000,000 per facility, prioritizing those able to open within twelve months.

Appropriates $10,000,000 from the state general fund and $18,768,700 from medicaid expenditure authority in fiscal year 2024-2025 to the Arizona health care cost containment system administration for an ongoing secure behavioral health provider rate increase.

Exempts both appropriations from lapsing provisions under Arizona Revised Statutes section 35-190.
