Establishes a 16-bed civil reintegration unit on the Arizona State Hospital campus to serve as a transitional facility for civil patients approaching or being discharged from the hospital.

Requires the civil reintegration unit to provide structured residential living and allow development of treatment plans that can be tested and adjusted in a community-like setting.

Mandates the unit include integrated care covering physical health, mental health, psychosocial health, and substance use disorder treatment, plus a shaded outdoor green space for individual and group therapy sessions.

Specifies the civil reintegration unit shall be licensed and regulated as part of the state hospital and remain under the control of the Director of the Department of Health Services.
