• Establishes a seven-member state hospital governing board appointed by the governor (5 members), president of the senate (1 member), and speaker of the house (1 member), effective January 1, 2025, replacing direct department of health services control.

• Transfers authority, powers, duties and responsibilities for the Arizona state hospital from the department of health services to the newly created governing board, with the board overseeing clinical operations, budget approval, medical staff credentialing, and quality assurance.

• Requires governing board members to have qualifications in behavioral health administration or hospital leadership, pass criminal background checks, and comply with conflict of interest provisions; members may be removed only for cause.

• Authorizes the state hospital director to enter into contracts and lease agreements for state hospital property and deposit revenues into the Arizona state hospital charitable trust fund for the benefit of persons with mental illness.

• Makes technical amendments throughout Arizona Revised Statutes to replace references to the department of health services superintendent with the state hospital director and governing board regarding state hospital operations and mental health treatment programs.
