Expands the school safety program to include "school mental health professionals" alongside existing school resource officers and juvenile probation officers.

Defines "school mental health professional" to include school counselors, school social workers, and school psychologists holding valid certificates from the department of education.

Changes the deadline for submitting program proposals from April 15 to on or before February 15 each year.

Requires school districts and charter schools proposing mental health professional placements to submit plans describing school safety needs, mental health services implementation, evaluation methods, confidentiality policies, and referral procedures to community entities.

Maintains existing requirements for the department of education to review proposals, distribute funding to approved programs, and report annually to legislative and executive leadership on program effectiveness.
