Changes the percentage of stored water credited to long-term storage accounts from 95% to 70% of the recoverable amount for most stored water.

Maintains existing exceptions to the credit percentage, including 50% for certain effluent storage and 90% for specific central Arizona project water used in mineral extraction.

Allows credit percentage for effluent in recreational corridor channelization districts to increase from 50% to 95% if certain conditions regarding aquifer benefit are met.

Preserves 100% credit allocation for water stored at facilities designated to benefit national parks, monuments or state parks, water from outside management areas, and replenishment reserve purposes.
