Changes the state monument and memorial repair fund from subject to legislative appropriation to continuously appropriated funds.

Transfers administration of the fund from the department to the legislative council.

Requires the legislative council to submit an annual report by November 1 to the joint legislative budget committee accounting for all monies deposited, including sources and uses during the preceding fiscal year.

Designates the legislative council to separately account for donations and fundraising monies collected for specific monuments or memorials.

Exempts monies in the fund from lapsing provisions under section 35-190.
