Prohibits municipalities from requiring homeowners' associations, condominiums associations, or other associations in new developments, though property owners may voluntarily establish them.

Bans municipal requirements for shared amenities that need association maintenance, except for stormwater management facilities.

Eliminates municipal authority to require screening, walls, fences, or private streets and roads in new residential developments.

Restricts minimum lot sizes to 1,500 square feet for new single-family developments of 5+ acres in areas zoned for single-family homes, and prohibits minimum square footage requirements, maximum lot coverage rules, and design/aesthetic restrictions for single-family homes (except in historic districts).

Limits front and rear setbacks to 10 feet and side setbacks to 5 feet for single-family homes; applies to developments in municipalities with populations over 70,000 or located on tribal land.
