Prohibits the Department of Education from assigning letter grades under section 15-241 to program schools established under section 15-217.01.

Exempts program schools from specified legal requirements including English language proficiency assessments (sections 15-756 and 15-756.05), residency record requirements (section 15-802), withdrawal form requirements (section 15-827), school records requirements (section 15-828), and letter grade assignments (section 15-241).

Requires program schools to administer an English language proficiency assessment accepted by universities or community colleges in Arizona and requires adult learners to provide documentation of residency and reliable proof of age.

Establishes that program schools receive $7,700 per full-time student with part-time students funded proportionally, and are not eligible for transportation, Arizona online instruction, base support level, or other school finance formula funding.

Requires program schools to annually report enrollment numbers, graduation rates, industry-recognized credentials earned, English language proficiency gains, support services provided, and performance measures to the Department of Education by October 30 each year.
