Moves the write-in candidate filing deadline from the 40th day before an election to the 70th day before the election, with exceptions for special circumstances.

Maintains existing exceptions allowing write-in candidates to file as late as 5 days before the election under section 16-343, subsection D, and 106 days before for elections that may be canceled under section 16-410.

Modifies ballot blank line requirements to allow space for qualified write-in candidates by requiring blank lines equal to the number of qualified write-in candidates for each office plus one additional line, with a cap not exceeding the total number of offices of that title to be filled.

Requires at least one blank line per office even when there are no qualified write-in candidates.
