Establishes a state, county and municipal online data system administered by the Arizona Criminal Justice Commission to collect and publish criminal justice data in a modern, accessible electronic format.

Requires law enforcement agencies, prosecuting agencies, courts, the Department of Corrections, and probation departments to submit specified data including information about alleged offenders, victims, defendants, inmates, and probationers.

Prohibits the Arizona Criminal Justice Commission from releasing disaggregated personally identifying information, locating information, photographs, or mugshots of any individual.

Amends victim privacy protections to allow data sharing under the new reporting requirements in Section 41-2422 as an exception to confidentiality rules.

Requires law enforcement agencies to report the number of sworn peace officers employed as of January 31 each year to the Arizona Peace Officer Standards and Training Board.
