AZ SB1121

Prohibits the Arizona National Guard from being released into active duty combat unless Congress has declared war or taken official action under Article I, Section 8, Clause 15 of the U.S. Constitution to explicitly call forth the National Guard for executing federal laws, repelling invasion, or suppressing insurrection.

Requires the Governor to take all necessary actions to comply with these deployment restrictions.

Defines "active duty combat" as participating in armed conflict, performing hazardous service relating to armed conflict in a foreign state, or performing duty through an instrumentality of war while in active U.S. military service.

Defines "official declaration of war" as a declaration made by Congress pursuant to Article I, Section 8, Clause 11 of the U.S. Constitution.
