School districts and charter schools must acquire and display United States flags (at least 2 feet by 3 feet, manufactured in the U.S.) in each classroom and on or near school buildings during school hours.

For grades 7-12, schools must acquire legible copies of the U.S. Constitution and Bill of Rights (manufactured in the U.S.) and display them adjacent to classroom flags.

Schools must set aside time daily for students to recite the Pledge of Allegiance and require 1-2 minutes of silent reflection at the beginning of each school day with no teacher guidance on the nature of reflection.

The Department of Education and State Board for Charter Schools shall investigate complaints about flag and Constitution display violations; schools have five days to correct first offenses before the Attorney General is notified.

The Attorney General may impose civil penalties of up to $1,000 for first offenses that are not corrected within five days and for repeat violations in the same location during the school year.
