Cities and towns are prohibited from restricting individuals from running a blockchain technology node in a residence.

Counties are prohibited from restricting individuals from running a blockchain technology node in a residence.

Cities, towns, and counties are prohibited from imposing taxes or fees on persons or entities running blockchain nodes in residences, except for taxes levied under section 42-6012 (cities/towns) or section 42-6110 (counties).

Regulation of blockchain node operations in residences and taxation of such activities are declared matters of statewide concern, preempting local government authority.

"Running a node on blockchain technology" is defined as providing computing power to validate or encrypt transactions in blockchain technology as defined in section 44-7061.
