Requires Arizona legislators to disclose conflicts of interest before voting on any bill, amendment, or resolution where they have a personal, private, or professional interest.

Defines "conflict of interest" as a legislator's personal interest in legislation that would result in direct pecuniary gain or loss to the legislator or a related person.

Requires the Secretary of State to develop disclosure forms and publish all disclosures on its website in searchable, sortable, and downloadable format within 14 calendar days of receipt.

Mandates that completed disclosure forms be read aloud and entered into the public record, with forms filed by the presiding officer within seven days after the vote.

Establishes a civil penalty of up to $50,000 for violations of the disclosure requirements.
