Amends Arizona law to create a new class 6 felony for false reporting of a "serious offense" when the person intends to cause an emergency response.

Maintains existing class 1 misdemeanor classification for false reporting of bombings, fires, or other emergencies, with second or subsequent violations elevated to class 6 felony.

Defines "emergency response" as an immediate response by a law enforcement agency.

Adds "serious offense" (as defined in section 13-706) as a new category of false reporting offense subject to felony penalties.

Preserves liability for emergency response expenses incurred as a result of false reporting, applicable to both adult and juvenile offenders.
