Prohibits the State Bar of Arizona and Arizona Supreme Court from disciplining or revoking an attorney's license based on bringing good faith, nonfrivolous claims that are based in law and fact to court.

Imposes a civil penalty of ten percent of the State Bar of Arizona's total annual licensing revenue if the State Bar violates this section.

Imposes a civil penalty of ten percent of the Arizona Supreme Court's prior fiscal year budget if the Supreme Court violates this section.

States that the legislature intends to protect attorneys' and their clients' First Amendment right to petition for redress of grievances as a form of political expression through litigation.
