AZ SB1150

Amends Arizona Revised Statutes section 15-1626 to require public universities to adopt an exemption allowing students to opt out of paying student activity fees if payment would violate their conscience.

Defines "student activity fees" as fees charged by public universities used to support and facilitate student expression and activities.

Establishes minimum categories of students entitled to the exemption: veterans recently returned from service, recently married or new parents not participating in student activities, students with religious or moral objections, students demonstrating financial hardship, and part-time students.

Grants the Arizona Board of Regents authority to adopt policies implementing the conscience exemption and potentially expanding eligibility beyond the minimum categories specified.
