Requires agencies to submit proposed rules estimated to increase regulatory costs by more than $100,000 within five years to the Office of Economic Opportunity for review.

Proposed rules estimated to increase regulatory costs by more than $500,000 within five years cannot become effective unless the legislature enacts legislation ratifying the rule.

Office of Economic Opportunity must submit proposed rules to the Administrative Rules Oversight Committee at least 30 days before the next regular legislative session, which forwards them to the legislature.

Agencies cannot file final rules with the Secretary of State until obtaining legislative approval through ratification legislation; if not ratified during the current session, agencies must publish a notice of termination.

Exempts emergency rules adopted under section 41-1026 and does not apply to the Corporation Commission.
