Adds new definition of "recognized continuing dental education" as continuing education prescribed by the board in rule to Arizona dental practice statutes.

Allows dentists with active, unrestricted licenses in other U.S. states to practice in Arizona for educational purposes in connection with recognized continuing dental education without compensation, subject to board jurisdiction and discipline.

Permits dentists to apply for restricted permits to practice in connection with recognized continuing dental education while enrolled in such programs, in addition to existing charitable clinic options.

Establishes that board acknowledgment of restricted permit applicants accepted by continuing education providers serves as permit issuance, with board required to acknowledge receipt within five business days.

Modifies restricted permit requirements to allow practice "for educational purposes in connection with and while enrolled in recognized continuing dental education" at organizations exempt from taxation under Internal Revenue Code section 501(c)(3).
