• Requires municipalities to publish a housing needs assessment beginning January 1, 2025 and every five years thereafter, including population and job growth projections, residential zoning inventory, and housing unit needs across income levels.

• Mandates municipalities submit annual reports to the Arizona Department of Housing beginning January 1, 2025, detailing housing development applications received, approved, and disapproved, plus progress toward meeting identified housing needs.

• Exempts municipalities located on tribal land and municipalities with populations under 30,000 persons from the housing needs assessment and reporting requirements.
