Amends section 28-4802 to clarify that fees collected from abandoned vehicle owners are deposited into the state highway fund, with 90% of fees from subsection A and 60% of fees from subsection B going to the state highway fund.

Repeals the abandoned vehicle administration fund established by section 28-4804 and transfers all remaining unexpended and unencumbered monies from that fund to the state highway fund.

Creates a new section 28-4804 requiring the Department of Transportation to deposit all monies received from abandoned vehicle administration directly into the state highway fund and use those monies to carry out duties prescribed by law.

Repeals sections 28-4805 and 28-4806 of Arizona Revised Statutes.

Amends section 28-6991 to add abandoned vehicle administration monies deposited pursuant to section 28-4804 as a source of the state highway fund.
