Prohibits use of voting centers and early voting locations, requiring all voting to occur at designated individual precincts on election day.

Restricts mail-in voting to registered students residing outside Arizona, those temporarily residing outside the state, and voters eligible under the Uniformed and Overseas Citizens Absentee Voting Act.

Requires ballots to contain fraud countermeasures including colored threads or threads that fluoresce under ultraviolet light.

Modifies voter identification requirements at polling places to require either a valid photo ID with matching name and address, or two items containing name and address information.

Mandates that election board workers enter precinct tally totals into a publicly viewable county database upon completion of tallying.
