Amends section 41-703.01 to establish a competitive grant program providing a single interoperability software technology solution to rural hospitals and health care providers to improve patient care coordination and reduce transportation costs.

Changes the program from a three-year grant to an annual renewable license basis, with the first grant deadline moved from December 31, 2022 to December 31, 2024.

Requires the grant recipient's software to include mobile native smartphone applications for the two most popular operating systems, synchronous data exchange, proactive alerts to providers, and compliance with HIPAA privacy standards.

Mandates the grant recipient demonstrate veteran employment and that the software meets all requirements at least 30 days before applying.

Appropriates $12,000,000 from the state general fund in fiscal year 2024-2025 to the department of administration for the grant program, exempting the appropriation from lapsing provisions.
