Exempts hoophouses and polyhouses from municipal building permit requirements if they meet specified structural and safety standards.

Requires structures to lack permanent foundations, be no wider than 31 feet, have unobstructed egress paths of no more than 150 feet, and use covering material not exceeding 6 mils in thickness that meets NFPA 701 fire standards.

Prohibits temporary or permanent storage of solvents, fertilizers, gases, chemicals, or flammable materials within exempt structures.

Requires permits for any electrical or mechanical devices within hoophouses and for backflow prevention devices if connected to potable water systems.

Applies the same exemption standards to both municipal (Title 9) and county (Title 11) building permit requirements, defining hoophouses and polyhouses as temporary greenhouses used exclusively for producing and storing live plants.
