Adds definition of "roadable aircraft" to Arizona law as an aircraft with a mode of transportation enabling operation like a vehicle and manufactured to meet Federal Safety Standards for motorcycles.

Requires the department to record the N-number license marking (assigned by Federal Aviation Administration) when registering a roadable aircraft and combine the title and registration processes for both vehicle and aircraft.

Mandates that roadable aircraft maintain both aircraft registration and vehicle registration, except when subject to annual license tax under sections 28-8337, 28-8338, or 28-8341, which cancels the vehicle registration.

Requires the department to issue motorcycle-sized license plates for roadable aircraft.

Adds roadable aircraft to Class D driver license eligibility, allowing operation under a Class D license without requiring a Class M (motorcycle) license.
