Prohibits the Department of Transportation from spending public monies or resources to build or maintain electric vehicle charging facilities, except for charging equipment on government-owned property for government-owned vehicles.

Prohibits the Department of Transportation from spending public monies on activities prohibited by section 41-1494, with violating employees entitled to compensation equal to the public monies spent or resources used.

Prohibits the Department of Transportation from developing carbon reduction or greenhouse gas emissions reduction plans, except when necessary to accept federal monies, and requires express legislative authorization before implementing any strategies from such federally-funded plans.

Establishes the Department of Transportation's termination date based on implementation of auditor general recommendations from August 2023 and September 2023 reports: July 1, 2029 if less than 80% implemented; July 1, 2030 if 80-89% implemented; July 1, 2031 if 90-99% implemented; July 1, 2032 if 100% implemented.

Requires the auditor general to issue a follow-up report eighteen months after the sunset review report detailing the percentage of recommendations implemented by the department.
