Amends Arizona Revised Statutes § 13-3728 to make unlawful possession of ten or more used detached catalytic converters a class 6 felony, while other violations remain class 1 misdemeanors.

Maintains existing exceptions for licensed automotive recyclers, scrap metal dealers conducting lawful transactions, and commercial motor vehicle parts/repair businesses operating in their ordinary course of business.

Requires commercial motor vehicle parts or repair businesses purchasing used detached catalytic converters to mark them with removal date, vehicle identification number, or an alternative number linked to the VIN for law enforcement tracking.

Retains requirement that persons purchasing used detached catalytic converters must electronically submit transaction records to the Arizona Department of Public Safety in accordance with § 44-1644.

Preserves the definition of "catalytic converter" from § 44-1642.01 for purposes of this statute.
