Prohibits political subdivisions from enacting ordinances or rules relating to firearms, ammunition, or components, including taxes on these items (except general sales taxes applied to all tangible personal property).

Prohibits political subdivisions from prohibiting gun shows or enacting ordinances that primarily affect and effectively prohibit gun shows from occurring.

Allows political subdivisions to regulate firearms in limited circumstances including: general sales taxes, minor possession restrictions, commercial land regulation consistent with state law, employee conduct, and firearm discharge in parks (with specified exceptions for hunting, ranges, and self-defense).

Establishes that violations are subject to permanent injunctions, civil penalties up to $50,000 against political subdivisions, and civil actions for damages up to $100,000 by affected persons or organizations.

Declares any ordinance enacted in violation of this section null and void, with possible employment termination for officials who knowingly and willfully violate the statute.
