Amends the definition of "community college district" eligible for collegiate special plates to require full-time equivalent student enrollment of more than 500 students (changed from 50,000).

Requires a $32,000 implementation fee to be paid to the Department of Motor Vehicles before collegiate special plates can be issued for a community college district.

Authorizes the person paying the $32,000 implementation fee to design the collegiate special plate for the community college district, subject to department approval.

Maintains the $25 fee structure for collegiate special plates, with $8 going to the state highway fund and $17 as an annual donation to the appropriate collegiate special plate fund.

Effective date: April 8, 2024.
