Private contractors providing detention or incarceration services to governmental entities are liable for the cost of emergency, public safety, and security services provided by the state or political subdivisions.

Contractors must reimburse the state or political subdivisions for costs of emergency, public safety, or security services provided to them.

Private contractors must keep and maintain complete and accurate records of all services they provide.

Private contractors are classified as public bodies subject to Arizona's public records law (Title 39, Chapter 1).
