Allows automatic voter registration at Department of Transportation when applying for or renewing a driver license, including nonoperating identification licenses, unless the applicant declines within 21 calendar days of notification.

Permits voter registration during the 28 days immediately preceding an election for those who have been county and precinct residents for at least 29 days, and allows same-day registration at polling places with proof of residence.

Restricts late registrants (within 28 days of election) to provisional ballots and limits their voting eligibility to federal offices, statewide and countywide offices, and the legislature; excludes partisan primary elections until 29 days after election day.

Establishes that persons unknowingly registering while ineligible under the driver license registration provisions are not guilty of false registration or false swearing.
