Amends Arizona law on interference with or disruption of educational institutions to prohibit governing boards of universities, colleges, and community colleges from enacting policies that restrict possession of concealed weapons by persons with valid permits under section 13-3112.

Clarifies that educational institutions cannot prohibit lawful possession or carrying of deadly weapons on public rights-of-way or within a person's means of transportation.

Maintains existing criminal penalties: class 6 felony for threatening physical injury or property damage that interferes with institution operations; class 1 misdemeanor for unauthorized entry or refusal to obey lawful orders to leave.

Excludes private universities, colleges, high schools, common schools, and other private educational institutions from the firearm restriction prohibitions.

Preserves school districts' ability to conduct approved gun safety programs on campuses and permits ejection of violators and disciplinary action against students, faculty, and staff.
