Adds "delegating professional responsibilities to a person when knowing or having reason to know that the person is not qualified, by training, experience or certification, to perform those responsibilities" as unprofessional conduct for veterinarians under section 32-2232.

Creates a private right of action for persons in a veterinarian-client-patient relationship against a licensed veterinarian for failing to fully disclose information about an animal's medical condition that results in delayed veterinary care.

Creates a private right of action for allowing an unlicensed person to perform any invasive procedure on an animal without direct supervision of the licensed veterinarian, when the procedure results in serious injury or death to the animal.

Allows prevailing plaintiffs to recover the fair market value or reasonable replacement cost of a deceased animal (whichever is greater) plus all related medical expenses.

Allows prevailing plaintiffs to recover all medical expenses for serious injury to an animal, including ongoing care costs.
